If you want the purest oceanfront living experience in Palm Beach County, Highland Beach is hard to beat.
Highland Beach is the clear winner for privacy. With a population under 4,200 and no hotels, no commercial districts, and no major tourist attractions, it feels like a hidden enclave. The town has its own police department and low crime rates. It's the kind of place where residents value discretion.
Boca Raton is a full city with all the activity that comes with it. Mizner Park, Town Center Mall, and the beach draw visitors. That said, Boca has many private, gated luxury enclaves — The Sanctuary, Royal Palm Yacht Club, and Boca Pointe among them — where you get the exclusivity of a private community with the convenience of a full city around you.
Boca Raton has everything at your fingertips. Mizner Park for dining and shopping, Town Center Mall, multiple golf and country clubs (The Boca Raton, Boca West, St. Andrews), dozens of parks, a performing arts center, and top-tier medical facilities at Boca Raton Regional Hospital. You never need to leave the city.
Highland Beach has deliberately no commercial amenities. There are no restaurants, no shops, no hotels. Residents drive to Boca Raton (5-10 minutes) or Delray Beach (5-10 minutes) for everything. The trade-off is that your residential street is perfectly quiet and private. The town does have a beautiful oceanfront park and a community center, but that's it. This is pure residential living.

Both cities have significant areas in high-risk flood zones given their coastal locations. Oceanfront and intracoastal properties in both cities are in V or AE flood zones, which require flood insurance. Premiums can be substantial — expect $3,000–$8,000+ annually for oceanfront properties.
Highland Beach's entire town is a barrier island, so every property is in a coastal high-risk area. Boca Raton has properties further west in lower-risk zones (X zones). If flood insurance cost is a concern, western Boca is the better choice.

Highland Beach is for a specific buyer. You choose Highland Beach when you've already experienced the city and want to escape it. When privacy, ocean views, and quiet matter more than convenience. It's not better or worse — it's a different kind of luxury. If you can afford the premium, and the idea of a town with no restaurants or shops sounds appealing, Highland Beach is a hidden gem.
One note: Highland Beach homes tend to hold their value exceptionally well because supply is so limited. If you can afford to buy here, it's a very safe long-term investment.
